Before more explanations I’d recommend to use trig conditions if you have DN2.
Now we can plock all trigs by holding TRK or PAGE.
Ex :
Track 1 TRC 50%
Track 2 TRC /NEI

From what I’ve understood from your example:
Is it what you wrote? Because I’m having the opposite effect. Track 1 is triggering track 2… I’m trying to choke (mute) track 1 with track 2 so when track 2 make a blip track 1 is not. I’m not even sure that choke a track is the thing I’m looking for

No I wrote /NEI. (Inverted NEI with a bar above). I didn’t wrote to layer tracks.
In my example T2 /NEI conditions are true if T1 % conditions (PROB) are not true.
Which means T2 trigs are played when T1 trigs are not played.

Clear but still not behave like expected, I’ve made a short to let you see what’s happening
T1: trig on every step prob from 100% to 50%
T2: trig + /NEI on every step
Edit: tried again this afternoon on a fresh project. this time track 2 with trigs on every step setted to /NEI never trigger even if I change probability on track 1
